The 9/11 Family Handbook is a free, plain English guide to the two federal funds that pay 9/11 families. Here are four things in it worth knowing.
One. These are two different funds. The VCF compensates people harmed by the attacks. The USVSST Fund pays toward court judgments against Iran, a part each round, until it closes in 2039.
Two. They affect each other in one direction only. A VCF award doesn’t reduce a USVSST payment. But a USVSST payment for the same victim does reduce that victim’s VCF award.
Three. Lawyers’ fees are capped by law. On a 9/11 claim, it’s no more than 15 percent of any payment from that Fund made after November 21st, 2019, whatever the fee agreement says.
Four. A Fund payment doesn’t wipe out your judgment. So be careful with anyone who asks for a fee to release your money, or pushes you to sell. Talk to your own attorney first.
The handbook also covers taxes, public benefits, and the decisions that are yours to make. Every figure names its source. It isn’t legal or tax advice, and it doesn’t predict payments.
